SEOUL :South Korea will extend operating hours for transaction settlement systems at the central bank and the securities depository starting April 2026, aiming to ease access for foreign investors across different time zones, the finance ministry said on Thursday. The Bank of Korea's operating hours will expand to 9 a.m. and 8 p.m. local time (0000-1100 GMT), from 9 a.m. and 5:30 p.m, aligning closer to those of countries included in FTSE Russell's World Government Bond Index, which South Korea is set to join in April 2026. The measure is the first step taken by the government since forming a task force to upgrade South Korea's domestic stock market to developed-market status from emerging market classification by Morgan Stanley Capital International (MSCI). Achieving MSCI's developed status remains a long-standing national goal and a key pledge by President Lee Jae Myung.

A café has received approval to start offering dinner service, despite objections from its neighbours. The permit for Barton Milk Bar in Hawthorn, in west Melbourne, was amended on Monday night to extend operating hours from 4pm to 10pm. The venue is extremely popular among wealthy locals, with its tables packed throughout the week since owner James Laskie opened its doors six years ago. Barton's even made headlines last August when Carlton coach Michael Voss gave chase to a pair of teenage boys who flipped a stolen car outside the diner. Some of that popularity took a hit when Barton requested the extended hours for Thursday, Friday and Saturday nights. A total of 23 objectors lodged concerns about the milk bar starting a dining service in a designated Neighbourhood Residential Zone. They cited increased foot and road traffic, anti-social behaviour from those drinking alcohol at the venue, and noise as major worries. Others claimed Barton's dinners posed a disruption to the 'quiet and family-orientated character' of the neighbourhood. Council officers subsequently urged elected councillors to vote against the extended hours. On Monday, five speakers objected to the dinner service, The Age reported. A woman with a one-year-old baby told the council how she shares a wall with Barton and already hears conversations, music and banging. She was worried the longer operating hours, combined with increased consumption of alcohol with dinner, would lead to unbearable noise. Another objector, local Courtney Irvine, told the council: 'It is intrusive and completely unacceptable in a quiet residential street.' Resident John Bortoli argued the renewed permit proposal would cause footpath congestion and lead to the smell of bacon reaching his home in the morning. 'It may be acceptable for commercial areas, but it's not acceptable here,' he said. However, the cafe's supporters were also loud before and after the council meeting. Former premier and ex-Hawthorn MP Ted Baillieu recently applauded Barton, which also received support from 267 signatories to a petition for the dinner hours. Local Montserrat Pezzimenti pointed to the previous operation of the Whitehorse Inn Hotel on the nearby corner of Barton Street and Burwood Road. The busy pub had remained open for years without significant issues in the area. Mr Pezzimenti said of Barton's proposed closing time: 'This is 10 o'clock, for God's sake. It's not one, two or three in the morning.' Former Labor MP for Hawthorn John Kennedy, who lives in a nearby retirement village, also backed the extended hours. Councillors voted to extend Barton Milk Bar's hours with a result of nine to one. The only councillor who did not support the renewed permit had called for the venue to consider closing at 9pm. The permit did slightly differ from the original application to include a clause ordering the restaurant be finished closure work by 10pm. Mr Laskie, the owner, planned to finish dinner service by 9pm. Mayor Sophie Torney acknowledged the difficult nature of growing neighbourhoods while still meeting the needs of residents. 'Balancing residential amenity with the needs of a growing urban centre is not always easy,' she said.
